CORRECT OPERATION

The parking brake alone should be able to hold your car still on a slight incline or decline while the transmission is in NEUTRAL. The foot pedal or hand lever should retract about 1/3 distance of full travel when the brake is set. This equates to about 5-9 "clicks." If it does not, the parking brake cable must be tightened or loosened accordingly. See Adjusting Your Parking Brake.
